Whats the best software to create flash banners? 

I want to get into making web banners. I am looking for something free for now and also something that isn't too pricey that gets the job done. I am a novice but am willing to put in the time to learn.
If you can suggest the best free and the best paid I would be most appreciative! I want to creat swf banners that are animated and also jpegs.

  If you have cash, Flash CS5 or Flash Builder 4 from Adobe is excellent.
  
  If you don't search for "flashdevelop" which is an open source free IDE (integrated development environment) but it is far from simple compared with Flash CS5 / Builder 4 which uses a more visual approach.
  
  You can really do stunning things with flash, checkout my header at http://www.love2code.org
  
  I'm a novice but given a few more bug fixes it'll be perfect.
